Governor To Try Merging Departments Again

Governor Laura Kelly has again announced her intent to submit an executive reorganization order – or ERO – to the Kansas Legislature creating the Kansas Department of Human Services.

House health committee Chair Brenda Landwehr, however, said the groups served by the two agencies are too different for the departments to be merged.

The new agency will include the current programs at the Department for Children and Families and the Department for Aging and Disability Services.

Current Secretary of DCF and KDADS, Laura Howard, will lead the new KDHS.

Governor Kelly will submit the ERO to the legislature on January 21st.

The ERO becomes effective on July 1st, following its transmittal to the legislature, unless within 60 calendar days of transmittal, either the Senate or House adopts a resolution disapproving it.

Kelly proposed the same action last year, only to have the Kansas House reject it.
